Yana Rusovski focuses her practice on advising multifamily housing owners, operators, and developers on the full range of operational and compliance matters affecting their businesses. She counsels clients on fair housing and fair lending compliance, regulatory risk management, and enforcement defense, helping housing providers navigate complex legal requirements while maintaining efficient operations and achieving business objectives.

Yana’s experience spans market-rate and affordable housing, including representation of property owners, developers, nonprofit organizations, financial institutions, government entities, and other industry participants. She routinely counsels clients on compliance strategy, internal/external investigations, and responses to government inquiries, drawing on her deep understanding of federal housing laws and enforcement priorities.

Prior to joining private practice, Ms. Rusovski served as Compliance Director at the U.S. Department of Housing and Urban Development (HUD), where she played a key role in regulatory oversight and enforcement involving fair housing and fair lending matters. Her government service provides her with a unique perspective on how regulatory agencies evaluate risk, investigate complaints, and pursue enforcement actions.

In addition to her legal practice, Yana teaches fair housing law at Northwestern Pritzker School of Law. She is also passionate about alternative dispute resolution and is an experienced mediator and arbitrator.

Yana is Of Counsel at Spencer Fane LLP, a national law firm with transactional, real estate, and litigation attorneys who have a broad range of experience assisting multifamily housing owners, operators, and developers in all aspects of their businesses, including the financing, purchasing, development, operation, and divestiture of both market-rate and affordable properties.
