Hal concentrates his practice in annexation, zoning, development, and development/redevelopment incentive matters as well as utility system and roadway infrastructure construction financing matters.

Hal has had primary responsibility for land use and development matters for parcels in the Chicago metropolitan area for more than 40 years. His representation has encompassed all forms of land use, including single-family and multi-family residential, senior housing, commercial, industrial, and institutional (such as private schools and places of religious worship).

Hal has also participated extensively in the drafting of state and local legislation of significance to the real estate development community. This participation has extended to the drafting and advancement of amendments to the Illinois Business District Development and Redevelopment Law, the Illinois Vacant Lot Act, the Illinois Public Construction Bond Act, and the Illinois Township Open Space Act. He was also the principal draftsman of the Illinois Road Improvement Impact Fee Law.

Hal was a founding Board Member of the Harold E. Eisenberg Foundation, the Highland Park Illinois Community Land Trust (n/k/a Community Partners for Affordable Housing), the Lake County Affordable Housing Commission, and the Affordable Housing Corporation of Lake County. He continues to sit on the Board of the Harold E. Eisenberg Foundation.

Hal was a partner at an Am Law 100 global law firm before joining Meltzer, Purtill & Stelle LLC (MPS Law).

MPS Law provides legal services to real estate developers, institutional entities, financial institutions, middle market corporations and individuals. It maintains offices in downtown Chicago and in Schaumburg, Illinois.
